Work on your intro. Read the model answer to understand how to approach the intro.
If writing in bullet points then do mention what is the subheading of the discussion? Otherwise there will be no structure and presentation in the answer.
Where you have used subheadings, the statement is not clear. What do you mean by the sub heading of “federal provision like”???
Vishvjeet work on your language, presentation. Its lacking a lot.
The content of the answer is quite weak because of weak explanation and weak presentation.

What is the meaning of sub heading “New India?” Please avoid social media kind of language,
What is the recent events between India and Pakistan? Mention strikes like Uri or Pulwama and Balakot air strike of India.
No need to give map of India and Pakistan
Your second part is much better.
read the model answer here too.
You have to write a lot in order to improve your skills, specially language and structure.
Read the answers of fellow students like Kunal Agrawal, Nora or Varsha etc.

If i comment on the structure then its a much better answer. Your direction of the answer is decent and you have all the necessary areas covered.
But when it comes to your content and explanation, answer lags a lot. You have to have better command on your language. Points are just mentioned and not discussed or the grammar is poor in many cases.
You have to work on it.
No way forward in the answer.

Quite large intro.
Do not write lengthy statements. It should be short and crisp.
You have right content but need better presentation in order to encash it.
You are scrambling to put maximum points without giving due importance to the structure or presentation of the answer.
There is technically no space between different points and it seems that everything is enjoined.
In terms of content, the answer is good but it can only fetch you that much marks. Imagine reading 20 answers in such cramped manner. It will affect youyr overall marks.
Avoid it.
Points are good. Both the parts are handled well.

Once again, very large paragraph. You will have two pages for 10 markers and 3 pages for 15 markers. Use them to your advantage.
Discussion in both the statements are good and detailed.
But examples are needed in the ethics answer.

Way forward is missing.
If the question is asking about any bill, law, act, scheme or program then you have to mention the way forwards if there are any issues with them
SO make it a habit of discussing them separately, rather than using them as your concluding statement.
Rest of the discussion is comprehensive.
Points have width and depth.
Structure is superb and explanation is first rate.

What are the intended benefits of the bill?
You can discuss points regarding control on fertility tourism; end of exploitation of poor women; fulfills the recommendations of Law Commission; in the interest of child; Regulates the Clinics; gives boost to adoption etc.
Rest of the answer is OK.

the main question is about The Surrogacy Regulation Bill and most part of the answer is given to surrogacy and not the bill The first mention of the topic comes in the middle of the 2nd part. There are no highlights of the bill.
The required template of these kids of questions (when a bill, act, program, scheme or law is asked):
Introduce the topic briefly in your intro
Highlight its salient features
Why do we need this bill or law or scheme/expected benefits of the bill or law or scheme
What are the issues with the bill/scheme/program
Suggest solutions to fill those loopholes and then concluding paragraph.

You have discussed surrogacy and its demerits in length but that was not required.
Simple:
Give data explaining India being a hub of commercial surrogacy.
List provisions of the bill.
Suggest how they try to address these problems.
List how they fall short of goals or create other problems.
Conclude suggesting some reforms in the existing bill.

Points in your last part like slow judiciary and policing and implementation are something which the bill cannot handle. They are external issues which are not related to the negatives of the bill as such. When discussing issues with the bill r an issue then try to stay to the issue itself and not discuss outside elements.

You were supposed to critical analyze these steps.
You were supposed to give both sides of the arguments and discuss what are the possible benefits and negatives of these policies?
