In introduction, you can mention ‘using public office for private gains’ to be specific.
In next part, first mention how do state actors play a role in curbing corruption- legislative action of parliament ( can mention Prevention of Corruption Act), mention role of state actors like CVC, CAG, Lokpal and Lokayukta etc here only, then you can mention some issues with them.
In next part, point about individuals is good, other actors of society and their role such as media, social media, NGOs and civil society organizations should be mentioned.
Way forward and conclusion are good.
