- In the body, mention the issues such as ignoring the canons of RTI as the draft confines transparency of public data to non-personal data sets, lack of the trusteeship paradigm recommended by the 2020 Report of the MEITY Committee of Experts on non-personal data governance. In the way forward mention creating conditions for voluntary data sharing, mandatory data-sharing arrangement, creation of institutional mechanism etc.
