Introduction is fine.
Next, before mentioning significance mention some of the measures taken- Abolition of zamindari(about 30 lakh tenants and share-croppers acquired ownership rights); Urban Land (Ceiling and Regulation) Act, 1976, which imposed caps on maximum land ownership; Consolidation of landholding etc..significance can be mentioned along with these points.
Next part is fine, use some data to substantiate..how land reforms have failed- inequality in the ownership of landholdings. 4.9% of farmers own 31.8% of cultivated land (Agriculture Census 2011-12); further, 56.4% of rural households own no land (Census 2011); many plantations are exempt from the Land Ceiling Act; share of non-institutional credit is almost 28% and a large section of farmers depends on moneylenders; agricultural yield in India is still lower than in other countries. Points no. 2 and 4 mentioned are similar, can be clubbed, other points are good.
Some value addition is needed in the answers to get some extra marks, generic points will limit the marks..
Conclusion is good.
