In responsibilities part, you can divide it into broad heads such as – regulatory responsibility; infrastructural responsibility; social responsibility; financial responsibility etc. Points could be arranged accordingly. Some points such as poverty alleviation, women and child development and raising own revenue through the power of local taxation are missing which could be mentioned.
Next part is good. Challenge from parastatals like creation of a SPV for Smart Cities Mission rather than giving the local bodies a role could be mentioned. Other points are good; however, some examples could be used to substantiate the points.
Way forward and conclusion are fine.

Contradiction between authority and responsibility has also been brought out well. But, before that, you could mention few points talking about the responsibility of local bodies- regulatory responsibility, infrastructural responsibility, social responsibility, financial responsibility etc
In next part, points about lack of devolution of powers, financial issues, bureaucratic hurdles etc are good. Challenge from parastatals like creation of a SPV for Smart Cities Mission rather than giving the local bodies a role could be mentioned. Inefficient district planning committees and politicization of local institutions could also be mentioned.
Way forward is fine. You could end with a one line conclusion (DPSP Article 40 can be evoked).
