Mentor’s Comment:
The question is important since the issue has prompted recently with the announcement of interim budget.
The question wants us to examine methodically and go deep into the issue of low healthcare spending in India and bring out the reasons to increase resource allocation towards health sector in general and preventive healthcare in particular.
The introduction should mention about India’s Healthcare spending which is very low in comparison to other developing countries.
The main body should examine about the health expenditure in India in details. Like, despite several innovations in this sector and various reforms, the government still remains woefully short of its ambition, despite double increase in per capita expenditure on health over six years, the figure is still abysmal, here we can also compare with health spending of other countries like US which is 18% of its GDP.
We need to mention the allocations in various sectors as well like Ayushman Bharat-PMJAY, NRHM, National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke etc.
Bring balanced conclusion based on discussion of main body.
