article/opinion/columns/ pravind-jugnauth-a-new-mould- for-mauritius-military-bases- 6147423/
Answer:
Mauritius is a sovereign entity with a unique national culture and an international identity of its own. Indo-Mauritian relations refers to the historical, political, economic, military, social and cultural connections between the Republic of India and the Republic of Mauritius. The prime minister of Mauritius, Pravind Jugnauth, who returned to power in the recent general elections, is due to visit India
Evolution of Indo—Mauritian relations:
- Connections between India and Mauritius date back to 1730, diplomatic relations were established in 1948 before Mauritius became an independent state.
- For far too long, Delhi has viewed Mauritius through the prism of diaspora. This was, perhaps, natural since communities of Indian origin constitute a significant majority in the island
- More recently, Delhi has certainly begun to see the strategic significance of Mauritius thanks to the renewed great power contestation in the Indian Ocean.
- In 2014, Prime Minister Modi saw Mauritius as part of India’s neighbourhood and invited its leaders to join his inauguration along with other South Asian leaders.
- In 2015 that Modi unveiled an ambitious policy called the SAGAR (security and growth for all). It was India’s first significant policy statement on the Indian Ocean in many decades.
Significance of Mauritius to India:
- Geo-strategic significance:
- In 2015, the Indian Prime Minister signed an agreement to set up eight Indian-controlled coastal surveillance radar stations
- Mauritius is part of India’s security grid including Coastal Surveillance Radar (CSR) station of Indian Navy’s National Command Control Communication Intelligence network
- if Delhi takes an integrated view of its security cooperation in the southwestern Indian Ocean, Mauritius is the natural node for it.
- Geo-economic significance:
- India is Mauritius’s largest trading partner and has been the largest exporter of goods and services to the Indian Ocean island nation since 2007.
- The French description of the island as a “central geographic point” holds equally true for commerce and connectivity in the Indian Ocean.
- As a member of the African Union, Indian Ocean Rim Association and the Indian Ocean Commission, Mauritius is a stepping stone to multiple geographies.
- If Delhi appreciates the value of Mauritius as a regional hub, a number of possibilities present themselves. One, as new investments pour into Africa, Mauritius is where a lot of it gets serviced. Mauritius can be the fulcrum for India’s own African economic outreach.
- Mauritius as pivot of Delhi’s island policy:
- until now India has tended to deal with the so-called Vanilla islands of the southwestern Indian Ocean — Comoros, Madagascar, Mauritius, Mayotte, Reunion and Seychelles — on a bilateral basis.
- If the Indian establishment thinks of them as a collective, it could make Mauritius the pivot of Delhi’s island policy.
- Economic opportunities:
- the Mauritius pivot can facilitate a number of Indian commercial activities in the southwestern Indian ocean — as a banking gateway, the hub for flights to and from Indian cities and tourism.
- India could also contribute to the evolution of Mauritius as a regional centre for technological innovation.
- Common challenges:
- climate change, sustainable development and the blue economy are existential challenges for Mauritius and the neighbouring island states.
- Mauritius will be the right partner in promoting Indian initiatives in these areas.
- It could also become a valuable place for regional and international maritime scientific research.
Way forward:
- The urgent need for New Delhi is to discard the deep-rooted perception that Mauritius is simply an extension of India.
- Delhi must take a fresh and more strategic look at Mauritius.
- One way of getting there is to have an early Indian summit with the leaders of the Vanilla Islands.
- India, with its strong intelligence network, will also be helpful in maritime law enforcement by Mauritius and Seychelles.
- While declaring support for India’s maritime security plans, there is need to pointed out that small nations are equally important in the contemporary world order and need to be taken seriously for the sake of preserving the security and order.
- Companies registered in Mauritius are the largest source of foreign direct investment (FDI) into India, making it crucial for India to upgrade its bilateral tax treaty, adopting the latest international practices that prevent multinational companies from artificially shifting profits to low tax countries.
Our close multifaceted relations have steadily developed over the years, based on the secure foundations of kinship and family ties, and of shared values of democracy, tolerance, peace and development. It is time that both nations take it forward with mutual cooperation.

The intro holds no significance to the demand of the question.
You have to link Mauritius, India and Indian Ocean in the intro. Keep your intro to the point.
Then only discuss the importance of the Indian Ocean. But keep this discussion short and crisp
The discussion of the main body is quite delayed while you discussed the Indian Ocean in a lengthy manner. It affects your structure of the answer.
The main body of the answer is decent and the content is deep.
But to maintain the balance, you have to add two more subheadings.
First, you have to discuss the gap in the supply-demand with the India and Mauritius of all the promises and deliveries expected.
Then lastly, discuss the way forward, as in steps o improve the relations.
The overall presentation is very good.
Very good use of diagram
You have to underline imp stuff in your answer
greetings
i am not getting the way to tackle this question as this ques should be in IR, but for GS3 i am not getting what this question demands.
Thank you
Hi Deepanshu
Don’t worry. It is still a paper 2 question. You got confused with the marking of question 3. From next time onwards, if there is a mismatch on the question numbers then we will let you know. Do not worry. Attempt it keeping paper 2 in the mind

The intro holds no significance to the demand of the question.
You have to link Mauritius, India and Indian Ocean in the intro. Keep your intro to the point.
Then only discuss the importance of the Indian Ocean.
Good bullet points in the main body.
But do discuss the issues in supply-demand mismatch in the relations of both nations.
Also, give proper way forward for India rather than passing them off as your conclusion.
Your language is decent.

Do not suddenly start discussing Mauritius in the main body.
You have to link Mauritius, India and Indian Ocean in the intro. Keep your intro to the point.
Then only discuss the importance of the Indian Ocean.
The main body is OK.
But do make image as mentioned earlier, whenever the question is about Geography, S&T or IR.
Do discuss the issues in supply-demand mismatch in the relations of both nations.
Also, give proper way forward for India rather than passing them off as your conclusion.
The explanation is OK.
Greetings,
Sir actually i tried to answer this as per the GS3 syllabus because it is mentioned in GS3.
Thank you

As mentioned earlier, whenever the question is on IR or Geo or S&T, then you should make a diagram because it shows the depth of your understanding of the concept plus it makes the content, rich.
The discussion in the answer entails all the required dimensions needed.
The structure is apt to the demand of the question.
The overall content is deep and well presented.
There is no issue with the language or the explanation.
Good way forward.
Decent conclusion.
A better intro could have made it a near perfect answer

Hello Sahithya!!
Good things first –> Nice map.
You are discussing main body under relevant subheadings.
Nice attempt at using hub and spoke model (like one on the bottom of the first page). This makes your point more visible.
Good handwriting.
Now some points for improvement:
Using current event to show context in introduction is easy and good way to start.
BUT it would have been better if you could have discussed location of Mauritius in Indian Ocean in introduction. It would have directly addressed demand of question.
First time write as “The Indian Ocean Rim Association (IORA)” –> subsequent uses can be as IORA.
Please do not assume that examiner will understand.
Most of your points have discussed how Mauritius can be useful to India. Please connect these with India`s role in Indian Ocean.
(Example where you have done it –> 2nd point under geo economic;
Where you should have done it –> under geo strategic, you might have written a line about need to counter Chinese might in the Indian Ocean).
Try to answer “What? How? Why” in sentence. Mention causal relation where ever possible.
You have done it in –> 1st point under “Indo Mauritius relation” by using “due to” (Good!!)
You could have done it in –> 1st point under “geo economics” –> Mauritius is gateway to Africa BECAUSE it is a member of the Africa Union.
Where is that diplomatic conclusion? 🙂
You missed writing it.
Overall good content.
Keep writing!!
According to the demand of the question, your talking points should be according to the demand of the question.
You discussed various points but did not point how does it hold significance for India in the Indian Ocean.
Therefore, keep your major talking points in this direction.
The overall language is decent and your structure is fine.
The 1st part of the answer is satisfactory in terms of content and presentation.
The answer ends abruptly. Always use a conclusion in your answers for the perfect soft landing.

Hello Divya
Crisp introduction and clear map showing location of India, Mauritius and neighborhood in Indian Ocean. Good!! In fact map is very good!!
Here demand of question is not just general significance of Mauritius for India. Rather focus is on her specific significance for role of India in Indian Ocean.
You should try to link all the points with this specific demand of question.
(Like it has strategic location –> so can be used as a hub for Indian navy –> Will help India in counter balancing China in Indian Ocean).
Try this for maximum number of points.
Try to answer simple “What? How?Why?” in as many points as you can.
(Eg: you wrote “It is pivotal for India`s African outreach” …. in same point add — because it is a member of the African Union).
You might have divided points under subheadings like Geo-political, Geo-economic etc.
(see how nicely points are categorized in the Model answer)
Doing this will make your job easy as well. It will ensure that you have touched all dimensions of the relationship.
In IR questions, it is good to mention converging and diverging interests. This may be followed by “way forward” points to increase cooperation on former and resolve issues related to latter.
Had this been a 10 marker, I would have rated your attempt as “Very good”. Since, it is 15 marker, this is a “good” attempt.
Lucid language and healthy spacing remains your strength!!
Keep writing!!
Thank you Banke sir for the Review. ?
The overall discussion is general in nature and misses the demand of the question.
Reason being, you discussed various points but did not point how does it hold significance for India in the Indian Ocean.
Therefore, keep your major talking points in this direction.
The intro is very good.
Good use of the diagram.
The overall content do not do justice to the mark assigned to the question. Hence more content is needed.
Read the model answer.
Sure Partha sir. ?
