Decent attempt. In intro, you can talk about the recent findings of NFHS 5 which has seen a decrease in TFR to 2.0.
Causes can be kept a bit short, it is not exclusively asked, you can use flowchart for this part as well.
In measures taken mention measures such as National Population Policy 2000, Mission Parivar Vikas 2017, role of ASHAs, national population stabilization fund etc. Other points are also fine.
Next, points in why new policy needed are also good, plus you can talk about high IMR, MMR etc, distinctive divide between North-South. States with high TFR such as Bihar, UP, Jharkhand, Manipur, Meghalaya can be talked about and your way forward can include methods of tackling population explosion in these states. Further, some more points can be added on way forward.
