You can directly start with department-related standing committees, mention there are 24 (16 in LS+8 in RS) of them and they contribute in strengthening the parliamentary democracy by investing in with more meaningful parliamentary support and then move on to explaining the functions.
Functions mentioned are fine, you can add things like they provide technical expertise by providing a forum where members can engage with domain experts; help to build cross-party consensus and table an Action Taken Report.
