Introduction is decent, however, you could first define the idea of an urban employment guarantee scheme.
In need, points such as rising population, unemployment are good. In first point, you have mistakenly mentioned NRLM(r-rural), MGNREGA is also for rural areas, you can use these while concluding the answer to draw parallels. In need, you could mention about COVID 19 and loss of livelihoods, need to reduce inequalities, tackle the rising inflation, strengthen urban infrastructure. Further, such a scheme could also have a multiplier effect on economy which could be mentioned in the last point.
In challenges, 2nd point can be avoided, ‘not much work to do’ would mean that our urban ecosystem is perfect which is not the case. Rather you can mention that it is debatable whether the educated but unemployed workers will take up these jobs. Other points are fine.
Additionally, you could talk about it leading to increased migration in urban areas, lack of human as well as financial capacity of local governments to implement such a scheme etc.
Conclusion is decent, can be made more balanced by mentioning the need to address the challenges first along with coordination mechanism between different associated ministries before implementing the scheme.

Unemployment is one of the reasons why this scheme is needed, so you can mention it as one of the points in ‘why needed’. In introduction, just explain the idea of an urban employment guarantee scheme, examples from states could be mentioned here, or you could draw parallels with MGNREGA.
Need of the scheme has been brought out well. Good points. Rising unemployment could be mentioned here, further, you could mention the multiplier effect on economy, creation of urban infrastructure etc.
Next, mention some of the challenges in implementing such a scheme- might lead to increased migration in urban areas, lack of human as well as financial capacity of local governments, it is debatable whether the educated but unemployed workers will take up these jobs, deciding the criterion for employment in urban areas would be difficult etc
Conclusion part is good, other steps mentioned are also fine, a concluding statement could be added.
