Introduction is fine, but if you use some less harsh word instead of abdication it will be better. After that write a few lines explaining what is the role of the speaker and how he is supposed to act. You have to link the points in issues with the speaker, question is not about causes of disruption of parliament only.
After writing basic roles, mention things like it is speaker’s duty to decide what issues will be taken up for discussion; he has the sole discretion to permit an adjournment motion to be tabled or to admit a calling attention notice, if the issue is of urgent public importance.
Decline part is fine, you can say that in the absence of an impartial speaker- legislation making passes on to the bureaucracy- violates separation of powers.
Way forward is good, in first point instead of minister use member. Conclusion is okay, you can use some quote on speaker given in the attached article to make it more impressive.
