Introduction is good. However, after that you have directly moved to suggesting measures. First, briefly explain why there is a rise in enrollment (reservations to 0BC,EWS etc, increasing colleges and courses etc) and then also touch upon lack of opportunities for educated youth.
Measures suggested are good, you can make them a bit concise to adjust other parts of the answer too.
Also, try to touch upon some of the recommendations of NEP regarding vocational education etc. It has been in news and linking answers with current affairs is always good.

Nice answer. Introduction is good. Content is also fine. In reasons for increase in GER, you can talk about reservation, especially OBC and EWS. Mid-day meal can be avoided since the question is concerned with higher education.
In way forward, talk about ITIs and some steps on improving them. Also some other measures can be mentioned for example increase in funding, both public-private, better governance etc
Conclusion is nice.
