In changes don’t pick one issue above another, both Indo-Pacific and Himalayan presence are important. You can mention the need of domestic policy to be coherent with foreign policy. In challenges, write at least one line for major issues, especially China’s LAC misadventure and the impasse following it, string of pearls and its aggressive behaviour in neighbourhood; also India’s dilemma with Taliban rule can be mentioned briefly; in Indo-US you can mention the threat of sanctions impacting India’s relation with other countries like Russia and Iran inspite of good relations off late. Avoid the point about opposition- not much relevant for answer perspective.
Changes mentioned are fine, need to have a coherent domestic and foreign policy can be mentioned.
Shadow foreign policy is just a suggestion, in conclusion you can mention the need of adapting the foreign policy to evolving geopolitical situation in our quest to become a great power especially after the hard times of pandemic. CPR can be avoided as you have already mentioned it in intro, plus it is not an official government source, so take ideas from that but present it your own words.

In challenges you have focused too much on the pandemic- mention in one point regarding certificates and vaccine nationalism etc. Also, give some space to major issues that have transpired off late for example India’s dilemma regarding Taliban rule in Afghanistan, threat of American sanctions which impacts India’s relations with other countries, neighborhood issues such as flashpoints with Nepal, domestic issues like Ar 370 removal and CAA having repercussions in relations with our neighbors, Ladakh incursion of China and continued impasse can also be mentioned in the point about China.

Introduction is fine, in challenges mention some of the key developments in respective points for example mention about Galwan clash, LAC incursion while writing about China, threat of sanctions while writing about US, dilemma over acceptance of Taliban while writing about Afghanistan etc. Also one point can be dedicated to evolving situation in Indo-Pacific, String of pearls etc can be mentioned.
Way forward is fine. You can mention one point regarding the need to take a leadership role in post-pandemic recovery, pushing back on vaccine nationalism by developed countries etc. Role in other global issues of importance like climate change, counter-terrorism etc can also be mentioned.

In introduction, it will be better if you take a broader view of the evolving geopolitical order post-pandemic across the world and the need for India to adapt accordingly.
In challenges points are fine. Too much emphasis is given on drug seizure issue, instead of that you can write about more important issues from foreign policy perspective for example Taliban takeover in Afghanistan and India’s dilemma regarding accepting it; security situation in Indo-pacific and the region becoming the arena of power struggle; pandemic woes like self-protectionism, vaccine nationalism etc shown by developed countries.
Again in changes required, mention some global issues and the need for India to take a leadership role for example in post-pandemic recovery, climate finance, counter terrorism etc. Need to revive SAARC, avoiding domestic issues with geopolitical footprints, strengthening relations with the US can also be mentioned.
Try to take a broader view of issues instead of event specific view, one event can be tackled but foreign policy is a long term approach looking at the challenges in a holistic manner.
