First, mention some findings that the out of pocket expenditure has reduced, as a % of GDP, expenditure has increased. This is a 15 mark question, so need to cover a bit elaborately.
Then come to issues..points are okay, you can also mention impact of DeMo-GST, also increase is in capital expenditure (that point can be framed better), also expenditure of states haven’t increased.
Conclusion is good, you can also mention increasing expenditure to 2.5% of GDP as suggested by various reports.
