Introduction is fine. After writing about Rule 256, mention the role of the chairman.Question is about punishment, so mention suspension. Chairman has all the powers necessary to conduct proceedings smoothly. Also mention, however power of suspension lies with the house. Also you can point out that rules under 256 do not spell out the disabilities of a suspended member.
Mention about privileges committee is good. Also, you can talk about the special committee that is appointed usually when the misconduct is so serious that the House may consider expelling the member.
In way forward , points are fine. 3rd point can be improved. Punishment will be post-facto only that is after misconduct has taken place. You can say that the delay between event and punishment should not be long. Also, you can mention there is a need to empower Parliament to inflict any punishment on its members other than suspension for creating disorder in the House.
