However, legislation is the main job of the parliament, so you have to analyze about its status in a bit detail. In abdication part, mention that most of bills in recent times are being passed with hardly any discussion, also they are not being referred to parliamentary committees. You can also mention about pandemic which has effected the functioning of parliament.
Also, mention some data regarding all these issues to substantiate your points.

You can also mention absence of constructive opposition in the unruly behaviour point, use of money bill route by the government, role of pandemic.
