Introduction is fine, however 15% is growth in GVA over last year, it is not absolute so frame it properly.
In limitations, points are fine but you can elaborate a bit, this is the main demand of the question, so more focus is required.
You can mention some data points to emphasize your points for example employment grew only by 2 per cent in construction sector inspite of 15% growth in GVA. Also it was because it emerged as a fallback employment option for many displaced workers.
Also, the sector employs only 10-15 % of India’s total workforce- so focusing on high growth sectors will have a limited impact as many workers are excluded.
Way forward is fine, you can mention about the need for an urban employment guarantee scheme on the lines of MGNREGA, avoiding exclusion errors in social security schemes etc
