The question is not limited to India, in intro it will be better if you can give some global statistics related to cyber attacks or you can simply define, give prominent examples and move to the next part.
Reasons mentioned are good, include global examples like attack on Saudi Aramco, Solar Winds in US.
Also, you can add things like lack of clarity about cyber attacks, huge costs involved, limitations of solutions applied etc
Way forward is fine, some innovative methods such as Zero Trust Model can be mentioned.
After that simply conclude, one line can be mentioned about India’s initiatives, no need of detailing this part.
