Issues mentioned are fine (‘federalism’ can be mentioned in 2nd point). Further, doubts regarding whether it is even feasible to issue multiple licenses can be talked about (as it comes with a set of pre-conditions like doing away with commercial losses, removing cross-subsidies etc).
Positives are also good.
Conclusion is a bit confusing, in first paragraph you are saying centre shouldn’t interfere, in 2nd paragraph you mention central government has done good to take a top-down approach. Choose any one line if argument and stick to it. Cooperative federalism with supervisory powers to centre can be the balanced way out.
