Role of CIL is also well-mentioned.

However, since we are largely dependent on imports mention that increasing import demand by China has increased price of imported coal. Also try to include the pandemic angle, first there was supply chain bottlenecks and now during recovery phase there is high demand of power.
In role of CIL, also mention some points which have already been done for example CIL achieved a growth of 6 % in coal production during the first half of 2021-22; cheap coal it offers compared to imported coal etc. Your points are more of looking like a way forward.
You can write a separate way forward and mention points like diversifying power generation, better management etc

In factors, 2nd point can be written better; actually CIL has increased production despite Covid- this you can mention in 2nd part in role of CIL. Here, you can mention persistent shortage of coal production by the privatised and captive mines of India; also mention that imports have become costlier due to rising demand by China, non-payment of dues lead to issues of lack of working capital etc. Some points can be combined and made concise for example 1A and 1C.
In role of CIL, also mention about cheap coal it offers with respect to imports etc. Other points are fine. Points no 3 and 4 in this section are more like way forward, so concise it and put it there.

In factors responsible for shortage, you have missed out on some major points which should be there- increased import of coal by China which increased its price, persistent shortage of coal production by the privatised and captive mines of India, non-payment of dues by power gencos leading to low working capital of coal companies etc
Also, I think you have mistakenly used DISCOMs for power generation companies…discoms are just distributing units..don’t need to store coal..avoid these mistakes.
In role of CIL, mention how it has shown resilience inspite of pandemic- achieved a growth of 6 % in coal production during the first half of 2021-22; also mention the cheap coal it offers compared to imported coal.
These two are important sections of the question and you should try to mention as many relevant points here as possible.
