Also, mixture of various types of waste such as municipal,C&D, e-waste etc is a problem which can be mentioned. Other points are fine.
Suggestions mentioned are also fine, but first thing should be comprehensive assessment and quantification of C&D waste as there is a lack of consensus over the volume, this can be mentioned initially, other points like PPP model, incentives, mandatory procurement (give examples where recycled waste can be used) etc are good.
Also, mention a conclusion, that gives a closure to the answer, if you are short on time some of the explanations could be made concise.
