In the intro, mention the importance of livestock for the country as about 200 million Indians are involved in dairy and livestock farming. - In the body, mention the issue of lack of affordable good quality feed and fodder for livestock and its impact on the cost of milk productivity. In the next part mention the National Livestock Mission and its shortcomings. Next mention how the recently launched Sub-Mission seeks to deal with these issues.
- Conclude by mentioning that effective implementation of this scheme will play a major role in increasing the return on investment for our farmers.

In introduction you can mention data such as livestock is the major source of income for 13 crore small framers, cost of feed comprises highest input cost in milk production etc
Similarly, in issues in 2nd point you can mention National livestock mission which has failed in this particular aspect. Use govt initiatives, data etc to your advantage.
In sub-mission points are fine. Mention the hub-spoke model which aims to solve the problem of linkages- entrepreneurs as hub and farmers as spoke.Efforts made for availability of green fodder through out the year can also be mentioned as this was an important challenge which the mission aims to solve. Rest of the answer is fine, diagram is good. Conclusion is also fine.

Introduction is fine. In challenges can also mention that Indian livestock’s milk productivity is 20-60% less than global average which is a cause of concern.
You can also mention a point regarding National livestock mission 2014, which could not sustain fodder availability due to lack of forward and backward linkages. Rest of the points are fine.
When writing about significance of the mission mention some provisions- 50% direct capital subsidy under entrepreneurship programme, 100% on fodder seed production etc. Mention the figures, it gives some extra edge to your answer. Also mention the hub and spoke model where the entrepreneurs will form the hub and farmers will be the spoke. It solves the above mentioned problem of NLM. Provisions for availability of green fodder through out the year can also be mentioned.
