Decent attempt. In the introduction, it will be better if you give an overall picture of emissions from India (its rank etc) and then mention the contribution of agriculture sector to those emissions.
What you have written are the causes of emissions which you can mention in the next section.
Points under carbon policy are fine, some changes here and there are required, for example in the 1st point about carbon credits, mention that it should be globally tradable, policy should clearly spell out how carbon credits will be adjusted, emission reductions should not be double counted in India and the country buying carbon credits etc
Switching areas from rice to maize or other less water-guzzling crops; opening up corn for ethanol; promoting fertigation and subsidizing soluble fertilizers- these points can also be mentioned.
