Next part is also explained well, however mention how it is ensured that values are recognized during recruitment process(ethics paper, personality test etc other than test of aptitude).
In next part mention about code of ethics, civil service conduct rules, expectation of a certain behavior from civil servants.
Points mentioned in citizen-centric governance are fine, you can use some examples.
Then mention some concerns too like corruption, nepotism, red-tapism etc and finally write a conclusion.
