Introduction is fine, reasons for limited impact of code of conduct are also listed, however, you could add some points such as- Not all the provisions of code of conduct are legally binding; Lack of awareness among officials etc..other points are good.
Other than ARC recommendations, you could add some more steps to increase efficiency, otherwise answer becomes one-dimensional..mention things like inculcating best practices from business organizations in public offices, need to make CoC binding, instilling public service values at an early age etc

Introduction is good, reasons for inefficiency are also fine but you have focused on one particular aspect that is absence of values among officials..first 3 points are related to that. Some other points could be added to include various dimensions such as not all the provisions of code of conduct are legally binding (departmental discretion); Lack of awareness among officials; Lack of proper training etc
Steps mentioned are okay in next part, good that you have mentioned 2nd ARC, things like inculcating best practices from business organizations in public offices, need to make CoC binding, instilling public service values at an early age etc could also be talked about.
Next part about code of ethics is fine, role could be elaborated by mentioning some values that code of ethics could instill.
Conclusion is fine.
