Introduction is good, both integrity and probity have been explained.
Next two parts are basically same things that is ‘need’ and ‘why’, so you can avoid giving separate subheadings..points are fine..you can also talk about unlimited access to resources the public officials have, which needs to be used for the welfare of all.
Next part is fine, linkage to Aristotle is good, you can also talk about Plato, who has given men of reason the highest position in the societal hierarchy.
After that, mention some ways to inculcate probity and integrity public life- Institutional structure; Promoting the culture of integrity; Leaders leading by example; setting up a Code of Ethics; Moral education and training etc can be mentioned.
