Well attempted. Both parts are good.In part a, you can mention about the feedback loop of teachers and peer group that education provides; also its role in developing the power of reasoning and judgement in an individual can be mentioned. Other points are nicely written.
Second part is also good, while writing about govt. you can mention about limitations of govt too- limited resources; inadequate demand for quality education; lack of public support etc

Nice attempt. In part a, in the beginning you can mention ASER report which usually points towards lack of reading, writing and arithmetic skills. Points about education are good, role in providing livelihood and reducing crimes can also be mentioned.
Part b is also fine, first mention the limitations of the government- limited resources; inadequate demand for quality education; lack of public support etc- then move on to the next part.
