Introduction is fine.
Mention of stakeholders is good too. However, those people who will benefit from the project are also stakeholders which should be mentioned ( farmers of water scarce regions for example Bundelkhand, city dwellers who will get clean water, people who will benefit from hydroelectricity generation).
Ethical issues involved are fine. However, when talking about local public you have just mentioned that they can escalate the matter- mention their issues too( displacement, loss of livelihood, impact on culture etc).
Options mentioned by you are fine, but keep that part short- the question is not asking to deliberate on the options you have but it is directly asking to list down the steps you will take to ”address” the issues.. So thos e steps should be mentioned in more detail.. You have mentioned good points but you can add things like impact assessment, talking to various local leaders and NGOs, compensatory afforestation, grievance redressal etc.
In long term measures you can add strengthening EIA, creation of land banks and proper policy of resettlement and rehabilitation.

The first part of your answer is very good. Nice introduction along with mention of stakeholders and ethical issues involved. Project head can also be included as one of the stake holders.
2nd part could be a bit more elaborate. Both short-term and long term steps need to be mentioned. In short term steps those that the project head can take should be mentioned- impact assessment, talking to various local leaders and NGOs, compensatory afforestation, information dissemination regarding the project, grievance redressal etc.
In long term steps you can write points no. 3,4,5 that you have mentioned alongwith steps like strengthening EIA mechanism, establishment of land banks etc

Decent attempt. Introduction is fine. Stakeholders and ethical issues involved are fine too, you can write two separate points – one regarding impact on people(displacement, loss of livelihood, extinction of culture, effect on children’s education) and other regarding biodiversity.
Steps that should be taken are quite elaborate but some points are missing such as impact assessment, compensatory afforestation, information dissemination regarding the project, grievance redressal etc.
Long term measures are fine too, again some points can be added such as strengthening EIA mechanism, establishment of land banks, proper rehabilitation policy etc.
Conclusion is good.
