You need to concise this Introduction. Idea discussed on the first page can be summed up in just too paragraph including intro.
The basic problem with this answer is that it’s hard to link with the demand of of the question.
See you have the content but evaluator have to apply mind too much too understand.
Rather you should have simply Depict in the first part sources by which correctness can by checked. You have started this on the second page only. Give analysis for each section.
In Second Section you need to bring more clearly the Importance in offering a clear and practical guidance. In considering right and wrong, public administrators have at their disposal information on the nature of the action performed or about to be performed, the circumstances surrounding the action and the purpose of the action. Laws, rules, regulations and Conscience provide additional guidance to these.
Simple and more relatable language with the content that you have can do wonders. So focus on that.

It would be better to discuss in more depth the Importance in offering a clear and practical guidance by interlinking various sources. Such as follows-
In considering right and wrong, public administrators have at their disposal information on the nature of the action performed or about to be performed, the circumstances surrounding the action and the purpose of the action. Laws, rules and regulations provide additional guidance to these.
Sometimes rules circumvent what the civil law clearly states. While a superior can punish a subordinate for violating such rules, if the rule is contrary to civil or natural law, the violator may have acted ethically.
Hence, rules violating natural or civil laws should be avoided.
It is often recognized that rules and regulations alone are insufficient for public administrators. Without a conscience to apply those laws and rules to particular actions, public administrators miss a critical element. Conscience helps in applying the laws, rules and other criteria of morality to specific actions. All public administrators have to make discretionary decisions where conscience plays an important role.

You have made a blunder in your Introduction itself which Questions your understanding of the subject. Such blunders can cost you whole question. Right action didn’t mean that it’s necessarily be inline with the laws prevailing. If law is unethical right action would be to act against such laws.
Presentation is very poor you should write smaller paragraphs. Give proper spacing to various sections of the answer.
Except the blunder in Introduction rest is Written well but it’s Incomplete. You have just discussed first section of the question.

For better answer you could’ve linked various sources of Guidance.
Such as though laws, rules and regulations provide external guidance for an administrator and they can be held accountable for being violative of such laws. But what if the laws itself is not correct or violative of natural justice ? Here comes the role of Conscience in providing ethical guidance.
