In some answers we cannot provide way forward. An example is this question itself. In answers discussing any particular issue giving way forward shows your optimistic approach even though question didn’t specifically demand it. (just mention without detailing it). In some questions upsc do ask our suggestions. In that case you can provide it in detail. Don’t use way farward as Conclusion. It won’t give a complete look to the answer.
